Allow Gift Certificates To Be Added From The 'View Cart'

This allows the customer to enter the Gift Certificate ID on the "View Cart" page.

Note: A valid Gift Certificate ID must exist before the customer can enter it. A Gift Certificate ID is created when you Create A New Gift Certificate.
