Is it possible to use a percentage for shipping.

Yes. To use a percentage for shipping you could:
  1. Click on "Shipping Options" in the "Cart Settings" section of the cart.
  2. Find the setting entitled, "Flat Base Handling Fee" and select "Percent" in the dropdown menu.
  3. Enter the percentage you want to charge for shipping.
  4. Click "Save" at the bottom of the page.
